transfer out of state

My husband is a RPCD and has been with the company for 23 years. I read that if wanted to transfer he would have to pay the new local for 23 years of dues to keep his pay rate and seniority. I know it’s a slim chance but has anyone heard of this? Is it true?

I'm 12 months in as a TCD and want to move out of state. Can I decline the full-time offer and remain a TCD to utilize the educational transfer? Pros and Cons? I'm looking to move August 2023.
