The CNDH documented the kidnapping of 9,758 undocumented&nbsp; migrants in Mexico between September 2008 and February 2009, more than&nbsp; 1,600 per month. The report also warned that the kidnapping of migrants&nbsp; has become a common practice, usually unpunished and with acts of&nbsp; extreme cruelty, carried out as much by the authorities as by organized&nbsp; crime. The crime is very lucrative.
