To be honest I'm not sure how they came to that conclusion it's just always been that way. The last job I had before I retired was a newly created 22.3 shifting position. I took it from a part timer who had it for a few years. He was getting over 8 hours a day as a part timer and someone bitched/grieved that it should be bid 22.3. It got posted and I took it. He wasn't happy he thought it should go to him automatically, needless to say it didn't.</p></blockquote><p></p>
