Even the States that called in their National Guard just stand there and do nothing.</p><p></p><p>I know you failed 4th grade and don't know how Government works, including the Powers of the President, but we now have this wonderful thing called the Internet. Use it. The President has that power. He is not overriding a Governor's Executive Order or a State Law. The Governors cannot control their State, so the Federal Government steps in.</p><p></p><p>Look up the Insurrection Act.</p><p></p><p>If a city or state refuses to take the actions that are necessary to defend the life and property of their residents, then the President has the power to deploy the United States military.
