The 2/3 rule is part of the teamsters constitution and has nothing to do with UPS, and the very rule has other language written in it, besides ratifying the agreement, that clearly states that the union can go back to UPS with the results and negotiate whatever gains they can. Besides that fact, this contract was never presented or represented as the final offer from the company, a term i have heard many times during other contract negotiations in my 30+ years at UPS. But not one time was that language used, which the constitution clearly states the rules apply to the final offer.</p></blockquote><p></p>
