Considering airplanes can't stop in mid air I'd imagine its the driver's fault for this one. The airplane was a little low, but just like how trains have the right of way on train track crossings, this airplane had the right of way for access to the runway.

If you have to stop your car for planes and if the planes have to be that low to make their landing approach then I would say its time to re-route the road. What a stupid design. Thats one lucky pilot. I can't understand how the idiot in the car couldn't see the plane coming in for a landing.
