So again for the zillionth time if trump wants to wave his hand as president and say all these documents are declassified then who has a higher authority than the president that can say no you cant?your next argument may be that he has to follow a process.  the question again who manages the process that has a higher authority than the president that can say Mr. President you didnt follow the process so therefore its not declassified. In other words as the highest authority the process is whatever the president says it is.</blockquote>
