It was just a joke.....

It was a joke intended to offend (no doubt about it - she waaaayyyy overdid it, and it wouldn’t be surprising if the Megan Kelly thing motivated her). She created a hostile work environment; several of her black coworkers took to Facebook to vent about it. Ultimately, nobody should feel uncomfortable coming into work. She should be terminated for her actions.
