You may have had a <strong>constitutional right </strong>to vote under the 15th Amendment to the Constitution, but good luck actually <em>exercising</em> that right. Good luck getting past the "reasonable, common sense" poll taxes and literacy tests that were deliberately designed to disenfranchise and <em>deny</em> you your rights.</p><p></p><p>A "Constitutional right" that you cannot actually exercise is<strong> not a right at all.</strong></p></blockquote><p></p>
