How does mandatory pay freeze work with progression?

Hired at UPS September 2000; went full time (PT air driver/PT sorting) November 2011. Mandatory pay freeze in effect until November 1 2014, but in the meantime went full time as a swing driver April 2014. No one seems to be able to say with certainty what will happen with pay (ok, and there's not really time to track down the "right" people to ask)

Pay did go from 18.01 to 20.75 when switched from air to swing, so being at the minimum must not be included in the freeze. But now what happens?

If you are currently making $20.75, that would mean you are in your second year of progression and should hit top pay in November.
