It can however be applicable to the territories and possessions of the US under those conditions.</p><p></p><p>You can access the Federal Register <a href="https://www.federalregister.gov/" target="_blank"><span style="color: #ff0000">here</span></a> and oddly enough President Obama has issued <a href="http://www.gpo.gov/fdsys/pkg/FR-2012-10-03/pdf/2012-24533.pdf" target="_blank"><span style="color: #ff0000">an order</span></a> fresh off the FR this morning but signed on Sept. 28 ordering a wind farm corporation in Oregon to divest itself of it's Chinese partners on the grounds of a security threat to the United States.</p></blockquote><p></p>
