It was the staging area for immigrants , where they received their health check before being allowed into the country.Anyone not passing was sent back home.Prior to 1964 Immigration Reform Act, one needed a US sponsor , who declared that the new arrival would never be a burden to the local community ( collect welfare ) and that the new arrival would report weekly to the local police station.Today with the influx of millions who bypass check points there are no controls about their health status, until they start  jamming up all the emergency rooms.It's not a sad excuse, but reality.</blockquote>
