Attorneys do not like sanctions, they do not like to be held in contempt, there are only so many ways to negotiate around an order of the court. I await my education. In order to help you save face, Congress has the authority to hold one in contempt. They do not have the authority to prosecute or levy sentences. It has to be referred to the court's for prosecution. If you are smart enough to figure out what I just said, Congress cannot force one to comply.
