No, we don't know if someone spouting threats online will lead to anything more but anytime someone does, or makes threats in public, that person should be taken into custody and evaluated. And prohibited from having access to guns during that evaluation and after if deemed a threat to the public. That won't stop all mass shootings, but it's a good start.
