On a plain language reading it looks like it makes it a criminal offense. And this applies to anyone having any dealings with the government except in court pleadings. What really protects members of Congress and the President from liability for things they say is qualified immunity and executive privilege. Most people, when testifying under oath before congress, simply decline to answer, claim they aren't sure, or offer to answer questions at a later time when they are not under oath.</p></blockquote><p></p>
