I totally agree with you and you are tracking right. The problem is that the percentages for the last 4 contracts are averaging under 40. The l997 contract was close to a 50 percent participation just after a 2 week strike. Part timers do not vote and their percentages of not voting is getting higher with each new contract. Another problem is that a lot of full timers don't vote either, we been drowning in apathy for over 20 years, members have given up on changing the system even if they see a wrong. Here is what I see happening: We have yet to see the major improvements in the various Pension Plans. I am in the Central so the IBT/UPS plan will improve (heard rumors of 400 to 600 per month extra) The UPS Pension Plan will improve for Part Timers and Several Full Timers maybe). This will the selling point to ratify this contract, most members close to retirement eligibility will jump at a chance to leave. It is like a chess game, total control of reading the membership, create a work environment that appears to be going downhill (example: last peak) and let it eat at the long term employees (management and hourly) and let the fun happen. Sort of like that episode of the "Twilight Zone" (The Monsters are due on Maple St)...
