More likely it’s the people with educations and children leaving for a place with jobs and schools. When a state government stops collecting taxes services go away. People with children and job options leave. The rednecks without skills stay. It’s a general trend for rural America, brain drain.

You can write off most of the state but the greater Kansas City, MO-KS metro area is pretty nice on the Kansas side. Lawrence and Topeka are great too.

With the exception of the Rockies. With the advent of overnight delivery and the internet a lot of people from the coasts have chosen to run businesses from their homes there. Just about any area that is scenic and has a reasonable amount of goods and services nearby has gotten expensive with all the wealthy who've moved in.
