Actually anyone who is lockout certified can "lock out" equipment and only that person can remove the lock after they are done.

Chuck, the year I bid a preload/porter job, I was lockout certified. That way, if something was stuck in the cages at the ends of the belts or extendos, I could shut them down to open the cages.

Yep, like 15 minutes on a computer. Then, you get audited every so often.

Had no idea. Here, there is no use for anyone non-PE to be certified, just figured it was that way everywhere.

If I remember correctly, there had to be someone certified in the building at all times.
