Still a change. It used to be just a watch unless there was a sighting which changed it to a warning. And rotation doesn't mean a tornado. Just favorable for one to form.

The average tornado is only on the ground for a couple miles. People rarely have enough time to take cover if you wait til one is physically spotted.
The way it is done now is without a doubt better.
