Where one would learn skills that could be used to better one for future employment.

The legislation gives “hardworking fast food workers a stronger voice and seat at the table to set fair wages and critical health and safety standards across the industry,’’ Newsom said.
This will be a job killer and begin the decline of cheap food.

When I was a kid and young adult, that assertion was true.
In California, every occupation and industry offering entry level jobs are occupied by middle-aging Mexicans, and immigrants of other nationalities who have made "entry level jobs" a career.
