I'm pretty sure that their argument is that you don't actually own the plates they belong to the state and therefore anything printed on those plates constitutes governmental speech or something like that. They already won this issue at the Supreme Court so it's probably a done deal.

In NY we also "rent" our license plates.

Yes they have , only to be shot down by the RMV .
They state that they have rules to revoke any plate deemed offensive and vulgar .
Except a neighbor has had for years the " VULGAR " plate with no problems .

Should be able to grab a picture of a neighbor's plate pretty easily.

There is a local insurance company called Northern Insurance. One of their employees decided to get "NO INS" as their vanity plate. Didn't work out too well for them when they tried to cross the border.

Of course, the most famous vanity plate is Kramer's "ASSMAN".
