I find it funny that drivers are somehow worried about the risk of someone in the passenger seat, given the amount of public contact already in the job.

My guess is there are gonna be plenty of out of work people willing to deliver packages out their cars for 15$/hour.My guess is the union doesn't care, the company has zero plan, and the drivers will be put at risk.
