it would have to be treated in some fashion to eliminate the risk of human pathogens and an excess of specific minerals.
in some areas you could probably get away with fertilizing with it and let the field sit for a year but you would still have to test for minerals.
when I was in the army we specifically avoided the purchase of foods fertilized by human waste when overseas.
