Being as it is the “United States”, no federal tax dollars benefit exclusively the state they go to. Federal education grants, for example, benefit the country as a whole. Farmer subsidies in Arkansas benefit John Deere manufacturing in Illinois. Local contractors building and repairing interstate highways by definition must benefit the country as a whole.

I’ve delivered on the local military base many times. I’m certain that they benefit the national interest but many, many desk top computers are often occupying bandwidth with online gaming for a good part of the time.
