Bully.
Many do, as long as it's distal from shoulder you get an accurate read, but the further you go, typically the more artifact you get. The view honestly doesn't improve by going any further. I spent a lot of time trying different placements, but a guy in your shoes should just do whatever you're told. If you actually had to read them, you'd find your own preference.

Community college, state school. Commute. Saves a ton.
Once people stop paying ridiculous college costs, prices will fall. Government intervention only serves to jack up cost.

my course at a state tech institute is 20 to 30k.
govt used to intervene and prices were cheaper. then they stopped funding education.
