FMLA question

The FMLA form is a general form used for UPS. The FMLA laws differ from state to state. I am not obligated to use vacations/personal days for my FMLA. I just cross off that part on the form due to state laws.

The fmla law is the same countrywide. States are allowed to have laws that supersede fmla law if they provide greater benefits which yours apparently does.

Say Joe Blow bids the month of June for vacation weeks. (Joe has 4 weeks total vacation at this point in time)
A Family Event forces Joe to use FMLA for 3 weeks in January.
Does Joe still get to take the month of June as vacation, since they are already bid and blocked as Joe's vacation weeks?
If so, he would only be paid for 1 week, since he was paid for 3 weeks under FMLA?
