This happens almost every voting cycle. A person requests a ballot, receives the ballot, but dies before it's completed. If the spouse/family member would have contacted the county and registered the death certificate that citizen would have been removed from the voter roll and the ballot would have been kicked out for cause. In these cases it seems like the family members were lazy or didn't care that it was illegal to do so. A $10,000 fine may inspire others to forgo similar actions.
