Maybe, if that's what's needed to keep your rifle sight steady while firing at an enemy that's firing at you.

He can buy it if he wants to. How much of it's still usable is not known. Western sanctions are reportedly hurting his own arms industry. It might be more a case of obtaining intelligence on NATO arms in an effort to find a weakness's in NATO arms and try to exploit them.

If Putin is looking for that, he could just call the folks in Turkey.
