Is it normal for a shifting position (which is up for bid in my hub) to be posted on UPS jobs?

Isn't this a job that's only put up for bid within the hub/center and not offered to outsiders to apply through UPSjobs? I've seen shifting bids go up before and not offered on UPSjobs so I'm just curious as to why now...

Maybe so... With peak being right around the corner shifters may be in high demand. It's either that or if no one on the bid sheet takes the job they have backups from the UPSjob applicants.
