That still doesn’t solve the problem of discriminating based on gender identity and sex when it comes to cosmetic surgeries that are not “life saving”. That boy will live with those titties, so why are we arbitrarily deciding which teenagers should be forced to keep their titties?

Yes it is gender affirming care. Those young teen boys don’t have a body that matches their cisgender boy preference and want to remove their titties. It is a purely cosmetic surgery, those titties won’t kill those boys.
Now why deny trans people the same healthcare, because it’s clearly not because of the age of the people wanting to remove their tits.
