My concern right now is many locals have sitting arbitrator now. If you take an attendance case with multiple intent to terms connected to it, the sitting arbitrator is going to rule by the contract.

You mean they have an arbitrator sitting on local level hearings? Before it even has a chance to go to panels that would also have an arbitrator? But yes if UPS is really after you an arbitrator will get tired of seeing your name several times.
