His hourly rate was $10.10, and then $10.15 because of the minimum wage for federal contractors, but the actual starting rate, contractually, is still $10.00. Since he's getting skilled pay now, though, he will get the full $0.50 raise after one year if he remains in a skilled position. Pity the poor fools who don't get the skilled pay and go from $10.15 to $10.50 after a year.
