Well, abortion rights among other things like acceptance of birth control, respect for women's decisions regarding how many children she wants to have, etc.

Leave the morality question out of it and you can see why a country with a lot of freedom for women to make up their minds about family planning and add in prosperity and you have lower birth rates. Higher prosperity means a smaller percentage of the workforce is willing to work at hard, low wage jobs... so you have higher immigration.
