I wonder if it was an ATC error? What do you think @Lineandinitial ?
There is a system called TCAS installed that alerts to possible collisions. It gets so congested in certain areas (DC, NYC, etc). It is “ignored”, so on some acft, the system downgrades below 1000 feet to an RA which instructs altitude only instructions. The inhibited TA is “ look for traffic and separate”. Kind of more complex than that.

Helo guys may have had night vision on that inhibits peripherals. ATC also sent them to a different runway. Multiple factors always add up.

There have been many near misses at that airport recently.
