It’s not a vote between the millions of users of Bitcoin, but of the 18,000 ish full nodes in operation.

Wrong again. The consensus (or denial) regarding increasing Bitcoin's final number of coins is determined by the entire network of Bitcoin users, which includes miners, developers, investors, and users.
This “collective” agreement is reached through the decentralized process of mining and validation of transactions. Unlike many other alt coins where a board of crypto bros can make those decisions. Any proposed changes to Bitcoin's protocol would require widespread agreement among these participants, making significant alterations very challenging to implement. Why would that many people sabotage their own asset by eliminating one of the core fundamentals that makes BTC worth the effort?
