All the Corporate IE Managers at a Division Manager or lower that I talked to (use to go drink a few beers with them) felt it is a big cluster buck.
They all came up through the District and drove for a year or more.
They said it is the Corporate Operations managers using the Force-Down driver dispatching to try and control costs.
Even the IE's don't agree with "Taking decision making away from the local managers..."

No one would be working at UPS except where UPS had non-union workers.
