Follow the seat belt from the mount , looks like it's going over the top of the seat and down But there is no lap part to it

Coulda been an older truck requiring a key to start.
Might take him 10 seconds if that to hotwire it.

FYI it's a Hydraulic Hybrid, look at the wording in the bottom right, Atlanta and Baltimore are the two test cities for these trucks.Regular drivers can't figure out how to start it. This truck didn't go anywhere. I used to drive one for over two years, I'd get phone calls from drivers on how to start and stop it, it's not like any other vehicle in the fleet.
