Africa is the past present and future leader in the world. It has a coming populace that will beat everyone. It has ALL resources and sq miles of land per person. Itā€™s ā€œresource mathematicsā€. China and Russia know this.

and a nice ne2 car takes you to great places, but you don't spend the money if you're deep in debt.

People get charged according to risk. And that's old info. Americans are paying much more for loans now. And you're talking about a very small group in Africa who even qualify for loans.
Their land and infrastructure is the stake. If you leverage what you have you are better off. Refining their own resources is a big push. Why give out uranium for countries to use for power and you donā€™t have electricity āš”ļø?

It's sold so that the wealthy in Africa stay wealthy. Only a few African countries are trying to run in a legitimate way.

Thatā€™s intentional Until $ is accountable. What Europe started is coming to end.
The corruption is intentional until we hold them accountable? The U.S. stopped giving money without strings long ago yet here we are with most African governments very corrupt. Yet somehow you think African nations are going to emerge as world leaders on all fronts because their populations will be large. To look at them right now there's just no way they're going to lead in technology, weaponry, finance, agriculture.

US has morphed into the IMF. That is why individual countries Russia and China are making inroads. Tech will be available worldwide because they have the youth. Weapons will be reduced to 1ā€™s n 0ā€™s. Finance is being flipped with hard $. Agricultureā€¦.. they have sq ft and the land will be redeveloped.

They don't have the arable land to sustain their populations except in the southern end. They have longstanding tribalism that divides them. And their leadership keeps the lion's share of everything for themselves. Africa's future is limited without fundamental, systemic changes.

Refined resources instead of shipping off raw materials will help balance

OK, where are the plants, factories, refineries? Sure, there is some. I bought a pair of Wranglers made in Kenya the other day. Nowhere near the industrial base needed to support the ever growing population.

One of the colonizing divisive problems is all the different currencies. That was by design. Also border visa red tape for travel is a form of redlining. Agreements are being made to address that problem.
