How do you create jobs when you are in a state of contraction, and you agreed to layoff language in the contract? Sounds like meaningless tough guy talk to get one reelected.

Technically, you are creating jobs by moving facilities somewhere else. The jobs are in a new location.
The parties agree that providing part-time employees the opportunity to become full-time employees is a priority of this Agreement. Ac-cordingly, the Employer commits that during the life of this Agree-ment, it will offer part-time employees the opportunity to fill at least twenty-two thousand five hundred (22,500) permanent full-time job openings throughout its operations covered by this Agreement.

This commitment shall include the obligation to create at least sev-enty-five hundred (7500) new full-time jobs from existing part-time jobs during the last three years of this Agreement throughout its operations covered by this Agreement; one thousand (1000) in the third year of the contract; three thousand (3000) in the fourth year; and thirty-five hundred (3500) in the fifth year of this Agree-ment. In creating these jobs, the Company shall be allowed up to one and one half (1.5) hour gap between jobs in a workday notwithstanding any provision in any Supplement, Rider or Addendum that is more limiting. Any disagreements will be referred to the Chairs of the National Negotiating Committee for resolution.

The number of full-time jobs created under Article 22, Section 3 of the 1997-2002, the 2002-2008, the 2013-2018 and the 2018-2023 Agreements shall not be reduced. Within sixty (60) days of the ratification of this Agreement the Employer shall provide the International Teamsters Union a report detailing and identifying the full-time jobs which will need to be maintained pursuant to this paragraph.

A priority when things are going well. That's why there is layoff language in there also.

The company could just end up laying off permanently a ton of Teamsters.

It’s an obligation. Just like the 1997 contract.

If they don’t want to fulfill it, they will be legal proceedings.

The business is changing big time. Good luck convincing a judge that you cannot compete via adapting to new technology.

They will argue that priority means hiring when a growing business allows it.

I expect them to try to weasel out of their promise about pensions anytime now.
It’s also important to remember that these building closures have been planned for over a decade. This is not about the loss of volume. This is about closing absolute buildings that no longer fit into their network. Of course would try to frame it differently if it helped them.

There was a preload/porter job at Jeff Street, so they do exist

So, I was wondering with them doing all that layoff language and the job creation obligation. Since they don’t want to fulfill it will that mean we will be authorized to strike/slowdowns/etc since the company reneged on its contractual agreement?
