Yuppers. It is more of a tax to get in to Manhattan than a true toll. Oddly enough it is free to go back in to New Jersey.

I THINK it all goes to the port authority which manages both jersey and New York. Also it was rumored that tolls coming back could soon be seen. Wouldn't surprise me one bit.
