You just have to bid on their job and then file a grievance to try and get it back at 22.2 pay rate

It wouldn't surprise me if UPS tried to change it from a 22.2 to 22.3.

No. 22.3 employee would only have seniority over another 22.3 bid.Pay rate will remain at 22.2 classification. How is the bidding done? Does a 22.3 combo job employee have bidding seniority over a 25 year full-time driver?
