The start time here can't be later than 9 AM for all but two routes. They actually put in a satellite route and put 9:30 on the bid, but we grieved it and they had to roll it back. It proved to be quite unprofitable (along with paying cover drivers travel mileage on their personal cars to drive to it) and so it was pulled after 2 years.
Those two late start routes, can only be started at 12 noon, or not at all, and then only if there is a customer that requires a late pickup, like the UPS store, Staples etc. Otherwise the company would lose an AM air loop. We have the language, but have never had the need for the routes.
My understanding as to why they would give more importance to those late pickups than a cut of resis, is that it's easier for them to justify the late start to accommodate those late pickup shippers, and keep the stops per car about the same,rather than just adding 2 more hours of resis to an already full day, just to fill up the time until that late pickup is scheduled.
