In my southern region people in progression got a COLA. Unlike most UPS we are desperate for people and start drivers at cover driver rate when they go full time though so I don't know if that plays into effect.

Progression should be percentage based. This way everyone in progression getting some form of the annual and cola raises also.

This contractor going to have to raise wages regardless.
There are lots of places that are paying a lot more than the starting part timers wage and even the full-time driver's wage.
Many other jobs are paying $20 +an hour
