Bid positions and designated responders

I work at a small center. For each part-time shift, preload or reload, the hazmat responder duties have been incorporated into that position if anyone wanted to do it. That has been the case for the last 12+ years, 10 of which I have been the designated responder. With this new contract, designated responders receive an extra dollar pay increase. During my recent hazmat certification, the instructor told the class that if I were to resign or quit that a bid sheet would have to be posted to fill the position because like I said the position now comes with a different pay rate. At our center the customer counter closed so they had to create a new inside position and with that they incorporated some part-time morning preload positions, including a pre-loader and designated responder. My question which I haven’t been able to find a definitive answer is how can a bid position such as the designated responder be automatically incorporated into a new job position with doesn’t include bid positions at my center, such as preloader, clerk and porter? In the contract, it says that those are preferred positions and as I understand they can be combined to create a new inside full-time position but can UPS automatically incorporate the designated responder position since it automatically comes with a different pay crease (like I mentioned). The reason they wanted to incorporate the designated responder role into the new full-time inside job is because they said I’m “getting too much overtime” and want to take the position away from me.

Sounds like a mess glad I don’t have to deal with it!
