If you work you lose the benifits.

Connecticut has a work share form of unemployment benefits which supplements your wages based upon your employment history.

Let's say that you lose your $20/hr job and can only find one that pays $15/hr. The state would make up the difference. Win/win for all involved.

I'd much rather a program like that than free money handed out with no strings attached.

I like that concept with a cap added.
You don't want a high paid executive to be paid the gap.
