It’s one of those wire mesh-type hoses/pipes.When a water heater rusts out through the bottom it can flood the basement without warning but one of the hoses going out is a bit unusual.

I've never seen one of those hoses fail like that. I have flexible stainless hoses connecting my water heater to copper pipes. With a dielectric union to prevent corrosion.
