Get a piece of paper and shake the branches above near the brown branches. Look for small specks. Drag your hand across and look for red. Spider mites would be my first guess. Second would be fungal.
Get some Spectracide Immunox fungus plus insect control. It attaches to the garden hose. Stuff is made for lawns but it has lamda cyhalothin which will kill spider mites. It also is a fungicide. The other stuff like Imidacloprid wont work.
