Can somebody take a look at this and help me if you can?

I just could not talk to any UPS reps about this for the past 7-8 days and they seemed to know nothing about their system and nobody is willing to help me.

We have 67 cartons coming from HK. It is bluetooth speakers and we have certificate/License from Bluetooth Association.

They packages arrived Ontario CA and custom was cleared. and suddenly I see "Your package has been delayed due to a Government regulatory agency hold."

It has been more than a week and still could not talk to anybody about this delay.
and suddenly I see one package actually did not leave HK and it arrived yesterday. After the last package arrived, the status changed from hold to Warehouse Scan (Held in Warehouse) for all 67 cartons. Talked to UPS international shipping team and they told me it is very possible to put "Your package has been delayed due to a Government regulatory agency hold." if one or more packages are missing. and it seems like all 67 packages are in Ontario, they still hold them for no reason. The hardest part is just nobody is telling me anything about delay. We call ups 4-5 times a day and every reps is telling me the different story...

Here is the screen shot of one package. All 67 packages show similar tracking history even though they are all different a little bit.

Questions are
1. Is there anybody I can talk to UPS ontario directly and find out what is gong on? It seems like the government is not holding it for inspection.
2. If I need to call UPS again, is there any specific department I need to talk to in order to get at least what is going on?

I have been a really good customer of UPS for over 10 years and I can not get any help from UPS.

I understand.. but this seems like it is not custom related. Maybe just system errors or something.
so just wanted to know if there is any special group of people at UPS who can answer a little more details. Or any contact UPS Ontario California. Thanks
