There have been 2 COLA raises.

One for .10, and one for .12 ??

I purposely said could, not would.

I think you mean that if we were to get a cola raise that the Union could use that portion of a wage increase for something else...like healthcare or pension.

No, I am saying that a future raise could be offset by the amount received as a COLA raise.

I guess it could be negotiated that way, and written into the contract....but I dought it. Talk about a slap in the face, and a give back.
