Ignoring the ramp up to his max velocity, if you know what you're doing, you can get up to about 250ft/sec.
Since he slipped, he was probably all twisted up and slowed to maybe 100 ft/sec....68 stories is about 700ft, so maybe 5-7 seconds.
Long enough to scream a little.
